HANSON CONSERVATION COMMISSION
MINUTES OF THE PUBLIC MEETING OF NOVEMBER 12, 2013
TOWN HALL, 542 LIBERTY STREET, HANSON, MA

Called to Order at 7:00 PM under M.G.L. c 131, §40 and the Hanson By-Law 3-13, §5 and Rules and Regulations by John Kemmett, Chairman, in Meeting Room A at the Town Hall.

Public Hearings

7:00 PM  Continued Notice of Intent for demolition and construction of a single family residence at 116 Woodman Terrace, Map 70, Lot 59 for Bruce Beaulieu represented by James Engineering, Inc., 125 Great Rock Road, Hanover, MA  (DEP #SE175-0637)  

        This hearing was continued because of a quorum issue.  However, Mr. James submitted a revised plan dated November 14, 2013 and the Commission’s consultant, Mr. Delano submitted a review letter dated November12, 2013.  With Mr. James’ permission on behalf of the applicants, the hearing was continued until November 26th, 2013 at 7:30 PM.       
 
Discussions

Boat Registration/do we want to re-register the boat?
        Ms. Nehiley reported that to re-register the boat for 2014, the cost would be $40.00.  The Commission said to go ahead and register the boat.

Annual Report – due in January
        Mr. Murray volunteered to write the Annual Report.
Open Space update (Phil Clemons)
        Mr. Clemons reported that the phragmites control bid was awarded to a contractor for the Camp Kiwanee side and presumably, it will get started very soon.  He hopes to get clarification from Ms. Muncy.
        The survey work for the parking area at Smitty’s Bog is underway and it’s expected that we should get a plan by the end of this month.
        We are waiting to hear from Ms. Irene Winkler, the WRP Program Director for the USDA Natural Resource Conservation Services regarding a revised Restoration Plan for Smitty’s Bog.  Mr. Clemons said that it appears that some of the bogs are drying out and because it is supposed to be a wetlands restoration, some readjustments to the elevations have to be made and the plan slightly tweaked.
        The Pembroke Department of Public Works has installed a substantial gate at the Andruk Bog in Pembroke.  Because of its connectivity with Smitty’s Bog, Mr. Clemons is hopeful that the heavy duty vehicle abuse will cease.    
        There has still been no word yet on the LAND grant for the Stone Property.  It has been a little over 100 days since the application was submitted.  Mr. Clemons commented that plans must be made for an environmental assessment in anticipation of an approval and we need a little lead time to be able to accomplish that.  He suggested that if a member of the Board of Selectmen were to make inquiries at Executive Office of Energy and Environmental Affairs and ask “is it worth our while,” it might serve us well to get some vibes back.  
        The Town Forest Committee is preparing to stake out their recommendations for new property line behind the ball park.  They will then invite the Recreation Commission to walk the line to “pre-agree” on it before seeking quotes for an actual survey by the end of the year.
        Mr. Clemons has been to three separate trails meetings throughout the region.  The Bay Circuit Trail Alliance is working well and has about $2,400 in grant money left over to do work around the Trail.  He added that if we could think of something worthwhile, the money is available.  Mr. Harris suggested using the money for signage or perhaps to repair some of the damage done by quads in Hanson.   
        Mr. Clemons also mentioned that Ms. Joan Pierce, the Land Agent for the SE District
Massachusetts Department of Fish and Game (DFG), is going to be at the 11/19/13 meeting of the Board of Selectmen to ask them if they will consider letting DFG use the money that was paid for the purchase of the conservation restriction of the Smith-Nawalzelski Conservation Area as match for the Burrage~restoration funds.  She needs the Town to sign an Agreement of Assent.  Mr. Kemmett said that he would attend the meeting in the event the Selectmen have any questions for the Commission.

Orders of Conditions

Order of Conditions for remediation excavation and assessment activities at 100 Hawks Avenue, Map 24 & 16, Lots 70 & 10B for Brian Golden of Litecontrol (DEP #SE175-0638)   

        Ms. Nehiley suggested that the Commission vote to close the hearing and approve and issue an Order of Conditions.  If anything further is submitted for review, an Amendment can be requested.  Mr. Kemmett asked that a condition be added that if the Commission needs assistance, that they are able to request additional consultant fees.
